Marginal informality in the periphery of the city is one of the most striking negative characteristics in North Lima showing a chaotic urban growth at its hillsides that is currently affecting its environmental quality. The relationship between formal city (centric districts) and informal city (periphery districts) arrives through the connection given by the metropolitan bus-line system since 2010. The Center for Creative Recycling finds its final location after a deep analysis of this North Lima City Skirts setting into one of its hillside neighbourhoods.

The Center is located into the marginal neighbourhood of “El Volante”, selected because of its special feature as a topographical fold into the hillsides of North Lima that allows its environmental potential. The Center sets an example of a border-building that allows horizontal connections instead of only vertical (existing yellow stairs) that becomes a protective border for the beginning of a Reforested Ring Area that would surround North Lima restoring its environmental quality. The Center is also a connection to the green, a place of encounter for the neighbours as for environmental consciousness, setting a public place that is also a school for recycling confronting the waste management problem in an area with a very difficult accessibility.
