Urban Para[Site]: Leveraging abandoned spaces as social housing in Naples, Italy

Urban Para[Site] reclaims the abandoned Posillipo cable car station in Naples, Italy, and transforms it into an inclusive, sustainable model for social housing. The project begins by challenging the conventional approach of placing affordable housing on the urban periphery. Instead, it proposes reintegrating social housing into the city by adapting disused infrastructure, restoring access to opportunity, services, and community life.

Grounded in SDG 1: No Poverty, the project follows three key strategies: retrofitting existing structures to reduce environmental impact, densifying without overwhelming the urban fabric, and designing flexible housing that adapts to residents’ changing needs over time.

Inspired by the Neapolitan tradition of bassi (small, adaptable homes) the units begin at 37.5sqm and can expand or contract according to life stage. The scheme integrates green public spaces, NEET workshops, and cultural venues to activate the site both socially and economically.

Constructed with a low-carbon LVL structure and recycled materials, the design incorporates passive systems like solar panels, green roofs, and rainwater harvesting. Urban Para[Site] offers a new urban model, one that is ecologically responsible, community-rooted, and deeply connected to place. It demonstrates that housing can be more than shelter, it can be a framework for dignity, growth, and urban renewal.
