'Horse Trade' is a response to ongoing industrial plans in Sauda, Norway, where international stakeholders propose large-scale industry along the fjord. The planned development would infill the shoreline and block the sightline to the listed hydroelectric power station, Sauda III. At a time when the municipality seeks economic growth and new jobs, the project asks what kind of development should shape the town — and at what cost.

As an alternative, we propose rotating the volumes 90 degrees and relocating the facility to the adjacent smelter site. This move restores the fjord, opens the harbour as a public space, and consolidates industrial functions without sacrificing natural land. A central strategy is the reuse of slag, a byproduct from Sauda’s own industry. We propose using it as aggregate in concrete — reducing carbon emissions while giving the architecture a site-specific identity, both inside and out.

The project consists of three parts: the redesigned smolt facility, the adaptive reuse of power station Sauda III, and a landscape reconnection strategy. Developed alongside real political processes and in dialogue with local actors, the project positions architecture as a spatial and material negotiation —balancing heritage, ecology, and growth through regenerative transformation.
